Our Priorities
The Flexible Film Recycling Alliance (FFRA) is committed to advancing scalable solutions that improve the recovery and recycling of flexible films across the U.S. Our work is guided by five key priorities—advocacy, collection, education, innovation, and verification—which together form the foundation for building a more accessible, effective, and accountable plastic film recycling system.

Advocacy
FFRA actively engages with policymakers and stakeholders to preserve and expand access to flexible films and its recycling ecosystem. We advocate for policies that support a circular economy, ensure continued retail collection, and promote the responsible use and recycling of flexible plastic films. Our efforts focus on collaboration, transparency, and driving solutions that maintain the industry’s license to operate.

Collaboration
Solving film recycling challenges requires coordinated efforts — no one company can do it alone. The FFRA creates a space where voices from across the value chain can come together to share insights, align strategies, and scale solutions. The FFRA Peer Collaborative is one such forum for this and is working on three project charters focused on aligning efforts in California, unifying industry in broad policy, and creating an all-encompassing map of end markets.

Collection
Expanding and improving collection infrastructure is central to FFRA’s mission. Through partnerships with national retailers, recyclers, and local communities, we are increasing the number and accessibility of drop-off locations across the country. Our goal is to ensure consumers have convenient, reliable options for recycling flexible films and that the collected materials meet the quality standards required for downstream processing.

Education
Consumer awareness is a critical driver of recycling success. FFRA invests in targeted education campaigns to help the public understand which materials are recyclable and how to recycle them correctly. In partnership with brands, retailers, and industry organizations, we are rolling out education initiatives across key states and integrating best-in-class recycling labels to support consistent messaging and engagement.

Innovation
FFRA fosters innovation throughout the flexible film value chain—from material design to end market development. We support supply chain initiatives and pilot programs that explore new technologies, improve sortation and processing, and create demand for recycled content. By championing scalable solutions, we help ensure that recycled flexible film becomes a valuable resource in new product applications.

Transparency
Transparency is core to how the FFRA operates. As film recycling systems evolve, it’s critical that the data, tools, and decisions behind them are clear, consistent, and accessible — both to our members and the broader industry.

Verification
Trust and accountability are foundational to our work. FFRA is building a third-party verification program to ensure accurate reporting and robust data for film collection, recycling, and reuse. This includes auditing retail collection programs and validating that recycled materials are being processed responsibly and reintroduced into the economy. Transparency strengthens the credibility of the entire system and builds confidence among consumers, businesses, and policymakers.
